As you can see, the seller posts that this is painted by Matsubayashi Keigetsu ,a famous Japanese painter whose work an be found online. When i compare the signature stamp (hanko) on this scroll with his art online, it does not seem to match so I think it unlikely to his his painting. In any case, it is probably from the first half of the 20th century and is a pleasant example of Suiboku - ink only painting.
